Am I just missing it, or, is there no search functionality in the forums?

I see the site search, but, not forum search.

Yep... That's right.  Jim, K5KTF, is working on an upgrade, as we speak, that'll fix this difficiency.

With that in mind, how would one start a new forum for Indiana or East/Central, IN for Regional? I don't see the method to use.

And in lieu of a built in site search right now, you can go to Google, and in the search bar:

site:www.broadband-hamnet.org {search string}

the "site:URL" asks Google to search ONLY the site you enter.
